The concept of "power" (Quwwah) in Verse 60 of Surah Al-Anfal is broad and extends beyond mere military capability; it encompasses all the material, spiritual, scientific, economic, media, and social capacities of a society for deterrence and countering threats. This research aims to explicate the meaning of "power" in this verse and examine its implications for designing a multi-dimensional power model in the context of hybrid warfare. The research methodology is descriptive-analytical, based on the study of Quranic exegesis (*tafsir*) and the theoretical literature on hybrid warfare. The findings indicate that the verse emphasizes the necessity of comprehensive preparedness against the enemy; this preparedness is not limited to military equipment but also encompasses power generation in the cognitive, cultural, economic, and technological domains. Consequently, the optimal model of power in hybrid warfare is a comprehensive, deterrent, intelligent, and multi-layered model, formed based on continuous preparedness and the strengthening of all dimensions of authority.
